The Federal Republic of Germany is situated in the heart of Europe. 82 million people live here, of whom 7,3 million are foreigners. Germany has nine neighbours: Denmark to the north, the Netherlands and Belgium to the north-west, France and Luxembourg to the west, Austria and Switzerland to the south, the Czech Republic and Poland to the east. Nearly half the German people live in 85 towns with a population of more than 100.000. A lively, multicultural scene thrives in the populaton centres. “Studentville”, often located in a historical part of town, is where you can find everything your heart desires: bars with live music, antiquarian bookshops, second-hand bicycles.

Did you know that one hundred years ago half of all students studying abroad were actually studying in Germany? At that time, Germany was a magnet for all those keen on getting top-class education and training. And the country can indeed look back on a long university tradition. The oldest university in present-day Germany is the Ruprecht-Karls-University Heidelberg, founded in 1386. But other institutions of higher education can also look back on a history spanning several centuries.

There are good reasons to study in Germany today as well:

  • With more than 300 higher education institutions across the country, Germany has a density of universities which is practically unequalled around the world.
  • The cost of living for students in Germany can be kept low by using many of the student benefits and discounts. On average, you will need around 700 Euros per month (per 2004).
  • With roughly 100 million native speakers, German is the most widely-spoken first language in Europe. The strength of German business and industry and the increasing global activities of German companies and corporations means that the German language is also becoming increasingly important in the international market.
  • The wide range of leisure activities and pastimes offered by the universities and colleges are complemented by numerous opportunities outside the university grounds. Sport, culture or simply having a good night out – something is offered for each and every taste.
  • Many German higher education institutions offer courses leading to an international degree. These courses are designed to attract foreign students and Germans looking to study with an international dimension. The range of study opportunities covers undergraduates, graduate and postgraduate degree courses (Bachelor’s, Master’s, PhD levels). Courses and lectures are taught in English, often exclusively during the first year of study. German language courses are offered before and during the program.
  • Nearly all German universities and colleges are financed by the state. So far, German and international students have been able to pursue their studies and research without having to worry about tuition fees. This situation is changing now, universities in Germany are starting to invent tuition fees. Whether and how much fees one has to face depends on the policies of the respective Federal State. In any case these fees will in the near future be considerably lower than in other countries.

Postgraduate Courses for Professionals with Relevance to Developing Countries 2011/2012

CALL for APPLICATION (Deadline 29th July 2010)

The German Academic Exchange Service (DAAD) – Deutscher Akademischer Austausch Dienst – supports a range of postgraduate courses at German universities which aim at providing academically educated young professionals from Developing Countries with further specialized studies. The DAAD supports these selected programs with a certain quota of scholarships and with financial assistance for a special tutoring system. At the end of the course (programs run 12 to 36 months, depending on the particular institution) participants can obtain an internationally recognized Master’s or in some courses PhD degree.

Target group:

University teaching staff, researchers and professionals holding an academic degree and with at least two years of experience in the public or private institutions in the following areas:

Language of instruction:

German or English, depending on the degree course:

  • Participants in postgraduate courses in which English is the language of instruction receive a scholarship for a two-month intensive German language course.
  • Participants in postgraduate courses in which German orGerman/English is the language of instruction receive a scholarship for a six-month intensive German language course. Please note that the candidates must have certain German language certificate at the time of application.

Criteria for applying:

  • Age limit: 36 years of age at the time of application (for some courses 32 years)
  • Degree: Bachelor or Master
  • GPA: min 2,75 for Master candidates (some study programs applied GPA more than 2,75. Please see the detail on the website of each study program) and 3,00 for Doctoral candidates
  • Work experience: at least two years after completing Bachelor degree.
  • Language skill:
    • For postgraduate courses held in English request an international TOEFL (minimum score: 550 paper based, 213 computer based, 80 internet based) or IELTS (band 6). Some courses may expect a different level. For detailed information see the website of the relevant course.
    • For postgraduate courses held in German: please see the details on the course list. Certain level of German language exam may be required before admission to the course.

Important Notes (PLEASE READ THIS CAREFULLY BEFORE APPLYING):

1. You may apply only two study programs offered by this scholarship program. Prior to the application you are strongly recommended to visit the website of the study programs of your choice. If you find information about GPA, TOEFL, application deadline, etc. that do not match the DAAD pre-requisites, you must fulfill the pre-requisites from the study program.

2. All papers must be submitted in triplicate (1 original, 2 copies). Applications, which do not clearly specify the desired degree course, or those that are not complete in all respects, cannot be processed, and will not be considered.

3. Only complete applications will be sent to Germany. The selection at the respected universities will be held in September 2010 until the middle of February 2011. During those times it is possible for some applicants to be contacted by the university to conduct a telephone interview.

4. We are very strict about the deadline. If you think that you won’t be able to submit your application (the hard copy) to the DAAD Jakarta due to the application deadline (29th July 2010), please submit it directly to the chosen study program. You will find the address at their websites.

5. Result of the scholarship: only those who are granted the scholarship will be notified via E-mail by the DAAD headquarter. You will then obtain the original scholarship documents from the DAAD Jakarta.

ADS 2010 Application Form For GoI Key Agency Candidates Only

GENERAL INFORMATION NOTES

Australian Development Scholarships (ADS) provide opportunities for Indonesians to study in Australia at POSTGRADUATE level.

Three hundred scholarships are expected to be awarded in 2010 for commencement in 2010/2011. Candidates must undertake study in one of the four areas of development priority.

ADS are offered in two main categories: “Public Sector Category” and “Open Category”.

Public sector applicants are employees from Government organizations, state universities and state owned enterprises. Their applications must be approved by training or foreign cooperation bureau (BKLN) of their local or central agencies before being submitted to the ADS Program Office. Public sector candidates from government agencies outside Jakarta may apply directly to the ADS Program Office with the approval of their relevant Kakanwil or Kadinas. Calon Pegawai Negeri Sipil are not eligible to apply.

Open Category applicants are from private organizations and universities and this category is also open to recent university graduates. No prior Government approval is required for people applying in the Open Category, and applications are to be submitted directly to the ADS Program Office. They require, where relevant, the endorsement of the agency, institution or private university in which the applicant is working or studying. Applications are submitted directly to the ADS Office. Public servants (Pegawai Negeri) cannot apply in the Open category.

A third category (Targeted) exists for candidates who are identified by their organizations in consultation with the ADS Program. Candidates within this category must be identified by their home organization and must not  apply to the ADS Program independently of their employer.

“Targeted Category” candidates are employed by organizations which are identified by the Government of Indonesia and Government of Australia (through AusAID) as being strategically aligned with the Development priorities of the Government of Indonesia.

Scholarships are for full-time study for a Master or Doctorate degree from Australian tertiary institutions. The scholarship provides up to nine months full-time language and academic preparation in Indonesia. Students must achieve satisfactory results in this training to be able to continue their scholarships.

Applications from people with disabilities or from people in organizations working with the disabled are encouraged to apply.

Women and candidates in provinces within the geographic focus of AusAID’s Country Strategy are also encouraged to apply.

The closing date is 4 September 2009.

Applications should be submitted as early as possible.

ELIGIBILITY

IN GENERAL, CANDIDATES MUST:

  • be an Indonesian citizen and not have permanent residence in Australia or New Zealand;
  • not be married or engaged to a person who is eligible to hold Australian or New Zealand citizenship or permanent residence;
  • satisfy Australian Government requirements for international student entry to Australia (health, character etc.);
  • not hold a scholarship that would give similar benefits;
  • not have held an Australian Government Scholarship in the 12 months preceding the application;
  • be applying to commence a new course of study and not be seeking support through ADS for a course already commenced in Australia;
  • be able to take up the scholarship in the year for which it is offered; and
  • satisfy the admission requirements of the Australian tertiary institution in which the course is to be undertaken.

SPECIFICALLY, CANDIDATES MUST:

  • be applying for courses that fall within the areas of development priority;
  • at the time of application, be no more than 42 years of age;
  • have a Grade Point Average (GPA) of at least 2.9 (on a scale of maximum 4.0) and an English language proficiency of at least 5.0 in IELTS (or 500 in Institutional TOEFL or equivalent). The IELTS or TOEFL result must be current (a test result obtained in 2008 or 2009 will be considered current);
  • already hold an undergraduate degree, if applying for a Masters;
  • already have a Masters, if applying for a Doctorate;
  • apply for a degree at a level higher than their current highest qualification;
  • if applying for a Doctorate, applicants will be restricted to staff of universities, higher education institutions, research institutes, key policy makers and targeted candidates in other agencies associated with AusAID activities;
  • it is highly desirable for Doctorate applicants to have a letter of support from a Australian university for their proposed field of study;
  • answer all relevant questions on the application form; and
  • be willing and available to undertake full-time (Monday – Friday, 08.00 am – 16.00 pm) English for Academic Purposes (EAP) training in Indonesia prior to studying in Australia, if offered a scholarship.

Candidates considering study for particular professions should note that ADS does not include the practical training period required for professional registration, e.g. medical internships, legal articles etc. Successful awardees are expected to complete such training in their own country.

SELECTION PROCESS

All applicants are considered by an independent Joint Selection Committee comprised of Australian and Indonesian academics. Only those shortlisted will be interviewed. The interview will assess candidates’ academic ability, clarity of study goals, cultural adaptability. A critical consideration will be how well the ADS applicant is able to explain the relevance of their proposed study area to the development of Indonesia. The interview will be accompanied by an IELTS test of English language proficiency.

Final selection is objective and based on the principles of merit and equity. The final list of awardees is subject to scrutiny and endorsement by AusAID and State Secretariat.

SELECTION QUOTAS:

In the 2009/2010 ADS cycle, 300 ADS scholarships are available for commencement in 2010/2011. The scholarships are allocated as follows:

  • 2/3 of all awards will be offered in the ‘Public Sector’ category;
  • 1/3 of all awards will be offered in the ‘Open’ category;
  • Up to 50% of awards will be offered in the Targeted Sector Category;
  • Up to 30 percent of all scholarships will be awarded in line with geographic focus of the Country Program Strategy. The geographic focus will include East Nusa Tenggara, West Nusa Tenggara, Papua, West Papua, and Aceh;
  • 90 percent of awards at Master level (270) and 10 percent at Doctorate level (30). (NB doctoral level study is only open to staff of universities, higher education institutuions, research institute, key policy makers and targeted candidates in other organizations associated with AusAID activities. Up to 6 PhD awards will be made available to eligible candidates within the Targeted Category; and
  • An equal number of awards will be offered to men and women;

NOTIFICATION OF THE SELECTION RESULT

All applicants will be advised whether or not they have been selected for an interview. All interviewed applicants will be notified whether or not they have been awarded an ADS. The result is final and no correspondence will be entered into. Where appropriate, notification will include details of pre-departure training (English, academic skills, cultural preparation). This training is compulsory and full-time (see page of for step by step of ADS Application Process).

REQUIREMENTS FOR SCHOLARSHIP RECIPIENTS

Prior to traveling to Australia, scholarship recipients must:

§  Meet the minimum English language requirement of their chosen Australian university (usually IELTS of 6.5 with no band less than 6.0);

  • At the completion of EAP training, candidates must achieve a minimum score of ELTS 6.0 for ADS office to commence the application process for placement in a university program in Australia;
  • Receive a letter of acceptance from an Australian university;
  • Meet Australian immigration requirements for a student visa;
  • Receive Government of Indonesia endorsement; and
  • Not be pregnant when traveling to Australia to begin study.

In Australia, scholarship recipients must:

  • Abide by the conditions of the scholarship and the rules of Australian tertiary institutions;
  • Abide by the rules and regulations governing a student visa;
  • Act in a way that will not bring disrepute to AusAID, or to any Australian institution or to Indonesia; and
  • Return home at the end of the award period.

WHAT DO AUSTRALIAN DEVELOPMENT SCHOLARSHIPS COVER?

  • Fees – payment of academic fees and any other fees compulsory for international students;
  • Editorial/tutorial assistance – provided where it is deemed essential to assist awardees to pass course subjects;
  • Travel – payment of an economy airfare from the principal international airports in Indonesia (Jakarta or Denpasar) to the major airport nearest the Australian university and return travel to Indonesia. A separate reunion airfare will be available to the student after the successful completion of the first year of study; subsequent reunion airfare entitlements will be available on an annual basis for the duration of the ADS, except for the final year of the ADS;
  • Overseas fieldwork – holders of a scholarship where research comprises at least 50 percent of the program may receive a return airfare to Indonesia to undertake essential fieldwork;
  • Family entry – awardees can bring their immediate families (spouse and children) to Australia, at their own cost, if their families meet AusAID and immigration requirements;
  • Living allowance – payment of a contribution to living allowance;
  • Overseas Study Health Cover (OSHC) – awardee only; awardees are required to maintain OSHC for any accompanying family in order to satisfy visa requirements; and
  • Provision of an AusAID Student Visa.

FAMILY ENTRY

Awardees can bring their immediate families (spouse and children) to Australia, at their own cost, if their families meet AusAID and immigration requirements. Families are normally permitted to join 8 weeks after the awardees’ arrival.

COMPLETING THIS FORM

All sections of the application form must be completed in English and all required documents must be provided.

Applicants from the Targeted category must have Section 14b completed by their Supervisor or the ADS Liaison Officer in their organization. Agreement to the conditions of ADS must be signed off by the authorized person in the organization.

Do not fill in section 14c. This is for use by GoI State Secretariat only.

Candidates considering study for particular professions should note that ADS does not include the practical training period required for professional registration, e.g. medical internships, legal articles etc. Successful awardees are expected to complete such training in their own country.

SELECTION PROCESS

All applicants are considered by an independent Joint Selection Committee comprised of Australian and Indonesian academics. Only those shortlisted will be interviewed. The interview will assess candidates’ academic ability, clarity of study goals, cultural adaptability. A critical consideration will be how well the ADS applicant is able to explain the relevance of their proposed study area to the development of Indonesia. The interview will be accompanied by an IELTS test of English language proficiency.

Final selection is objective and based on the principles of merit and equity. The final list of awardees is subject to scrutiny and endorsement by AusAID and State Secretariat.

SELECTION QUOTAS:

In the 2009/2010 ADS cycle, 300 ADS scholarships are available for commencement in 2010/2011. The scholarships are allocated as follows:

  • 2/3 of all awards will be offered in the ‘Public Sector’ category;
  • 1/3 of all awards will be offered in the ‘Open’ category;
  • Up to 50% of awards will be offered in the Targeted Sector Category;
  • Up to 30 percent of all scholarships will be awarded in line with geographic focus of the Country Program Strategy. The geographic focus will include East Nusa Tenggara, West Nusa Tenggara, Papua, West Papua, and Aceh;
  • 90 percent of awards at Master level (270) and 10 percent at Doctorate level (30). (NB doctoral level study is only open to staff of universities, higher education institutuions, research institute, key policy makers and targeted candidates in other organizations associated with AusAID activities. Up to 6 PhD awards will be made available to eligible candidates within the Targeted Category; and
  • An equal number of awards will be offered to men and women;

NOTIFICATION OF THE SELECTION RESULT

All applicants will be advised whether or not they have been selected for an interview. All interviewed applicants will be notified whether or not they have been awarded an ADS. The result is final and no correspondence will be entered into. Where appropriate, notification will include details of pre-departure training (English, academic skills, cultural preparation). This training is compulsory and full-time (see page of for step by step of ADS Application Process).

REQUIREMENTS FOR SCHOLARSHIP RECIPIENTS

Prior to traveling to Australia, scholarship recipients must:

  • Meet the minimum English language requirement of their chosen Australian university (usually IELTS of 6.5 with no band less than 6.0);
  • At the completion of EAP training, candidates must achieve a minimum score of ELTS 6.0 for ADS office to commence the application process for placement in a university program in Australia;
  • Receive a letter of acceptance from an Australian university;
  • Meet Australian immigration requirements for a student visa;
  • Receive Government of Indonesia endorsement; and
  • Not be pregnant when traveling to Australia to begin study.

In Australia, scholarship recipients must:

  • Abide by the conditions of the scholarship and the rules of Australian tertiary institutions;
  • Abide by the rules and regulations governing a student visa;
  • Act in a way that will not bring disrepute to AusAID, or to any Australian institution or to Indonesia; and
  • Return home at the end of the award period.

WHAT DO AUSTRALIAN DEVELOPMENT SCHOLARSHIPS COVER?

  • Fees – payment of academic fees and any other fees compulsory for international students;
  • Editorial/tutorial assistance – provided where it is deemed essential to assist awardees to pass course subjects;
  • Travel – payment of an economy airfare from the principal international airports in Indonesia (Jakarta or Denpasar) to the major airport nearest the Australian university and return travel to Indonesia. A separate reunion airfare will be available to the student after the successful completion of the first year of study; subsequent reunion airfare entitlements will be available on an annual basis for the duration of the ADS, except for the final year of the ADS;
  • Overseas fieldwork – holders of a scholarship where research comprises at least 50 percent of the program may receive a return airfare to Indonesia to undertake essential fieldwork;
  • Family entry – awardees can bring their immediate families (spouse and children) to Australia, at their own cost, if their families meet AusAID and immigration requirements;
  • Living allowance – payment of a contribution to living allowance;
  • Overseas Study Health Cover (OSHC) – awardee only; awardees are required to maintain OSHC for any accompanying family in order to satisfy visa requirements; and
  • Provision of an AusAID Student Visa.

FAMILY ENTRY

Awardees can bring their immediate families (spouse and children) to Australia, at their own cost, if their families meet AusAID and immigration requirements. Families are normally permitted to join 8 weeks after the awardees’ arrival.

COMPLETING THIS FORM

The application form must be completed in English. All required documents must be provided (see page 15). All relevant sections of the form must be completed.

Before applying, all Public sector applicants are required to have section 14b of the form completed by the relevant training or foreign cooperation bureau or their university rector (whichever is applicable).

Applicants in the Open category are not required to fill in section 14b. Their applications are to be submitted directly to the ADS Office at the address below.

Applicants must not fill in section 14d. This is for State Secretariat use and refers only to selected candidates.
